this is a restriction on the Service Market Place (SMP) side for S-users. It is their password guideline we had to incorporate since they also "own" the passwords. Meaning if an S-user does change his password it will get send to SMP since they have to persist it on their side.

we are using userecho to collect feedback from our end users. right now it is integrated in people.sap.com our new community profile application. we currently evaluate whether we also want to use for the entire SAP Community.
